President
Bio
Dr. Kimberly Sebastian serves as the President of Community HigherEd, where she leads Clary Sage College, Community Care College, and Oklahoma Technical College with a strong commitment to leadership and education. Driven by a passion for empowering others, she has dedicated her career to fostering a culture of excellence and continuous growth. Dr. Sebastian holds a Bachelor’s in Business Management, a Master’s in Leadership and Organizational Development, and a Doctorate in Values-Driven Leadership, reflecting her commitment to lifelong learning. With a diverse background in corporate America and higher education, she’s known for building strong organizational cultures and driving innovation. As a certified executive coach, her mission is to guide others in realizing their full potential and achieving enduring success.

CECIL CUMMINGS
Campus Director
Bio
Cecil’s passion for education ignited during his service in the United States Navy. His dedication to teaching and empowering individuals to reach their career aspirations blossomed during this time. Upon completing his service, Cecil returned to Oklahoma and began teaching at Spartan College of Aeronautics and Technology. His tenure there provided invaluable experience across various aspects of higher education, culminating in his appointment as Director of Education. Driven by his unwavering commitment to academic excellence, Cecil joined Community HigherEd in 2024 as the Director of Education for Community Care College and Oklahoma Technical College. In this role, he continues to champion students’ educational journeys, ensuring they acquire the skills and knowledge vital for professional success. Beyond his professional endeavors, Cecil finds fulfillment in a vibrant family life. He is blessed with a loving wife and proudly parents two sons and three daughters. Together, they embrace life’s adventures, ensuring every moment is filled with love and joy.

DAVID WEITL
Plumbing Dept. Head
Bio
David Weitl, originally from Orange County, California, relocated to Tulsa in the early 1990s, obtaining his Journeyman plumbing license. After working for esteemed companies like William’s Plumbing and Raby Plumbing, he briefly returned to California to manage his family’s plumbing business. Since 2018, David has led the plumbing department at Dale and Lee’s Service of Owasso. With over 40 years of expertise in residential, commercial, and industrial plumbing, he now serves as the head of plumbing technology at Oklahoma Technical College. A distinguished academic, David graduated with honors from EL Modena High School and pursued further education at Santa Ana and Rancho Santiago College.

JOSH WINTERSCHEID
Welding Dept. Head
Bio
Josh Winterscheid, the Welding Department Head at Oklahoma Technical College, brings 20 years of welding experience to his role. He serves as a board member of the Tulsa section of the American Welding Society. Josh began his welding career in 2003 at a shop in Sapulpa right after high school. From 2006 to 2009, he worked in the Port of Catoosa, then in Collinsville from 2009 to 2011. He returned to Catoosa from 2011 to 2016 and worked in Sapulpa from 2016 to 2023. Specializing in welding vessels, pipes, and headers, Josh’s diverse experience provides valuable insights to his students at OTC. Passionate about reading and horror movies, he is also a dedicated father of two. Josh’s commitment to his craft and community makes him a respected leader in welding.

ROBERT “BUZZ” MULVIHILL
Automotive Technology Dept. Head
Bio
Buzz has over 20 years of experience in all aspects of automotive and diesel repair, working in various roles such as heavy-line technician, shop foreman, quality control, parts management, safety trainer, and more. He is ASE Master Certified in Automotive and Medium/Heavy Duty Trucks and has also completed all the training requirements for Ford Senior Master Technician. He spent 15 years in fleet services before becoming an instructor at OTC in 2021. Buzz holds two associate degrees, one in Diesel and Industrial Technology and the other in Criminal Justice. Originally from the Los Angeles area, he grew up in Las Vegas, NV. He is an Army veteran, married to his beautiful wife, and a father of four.

Stephen Curfman
Electrical Technology Dept. Head
Bio
(Unlimited Electrical Journeyman) Stephen is a dedicated tradesman and educator with a deep passion for shaping the next generation of electricians. As the Department Head of the Electrical program at OTC, he brings real-world expertise and a commitment to student success. He finds the most rewarding part of his role in the moment a student’s face lights up with understanding—when everything finally clicks. Outside of the classroom, Stephen enjoys hunting, fishing, camping, boating, and spending quality time with friends and family. He’s a devoted husband of nearly eight years and a proud father to a 15-year-old daughter and 9-year-old son. Stephen is driven by a mission to pass down his knowledge and experiences, creating a meaningful and impactful learning environment for every student who walks through his door.

BRENT WATSON
Director of Admissions
Bio
Brent is a veteran of the USAF and has over 20 years of experience in post-secondary education. He has held various leadership positions in Academics, Career Services, and Admissions. Before moving to Tulsa, he spent 22 years in Phoenix. Brent is passionate about engaging with students throughout their educational journeys. In 2024, he joined Community HigherEd as the Director of Admissions for Community Care College, Clary Sage College, and Oklahoma Technical College. He leads three teams dedicated to serving and guiding students in pursuing their educational goals, while promoting a diverse and inclusive academic community. Outside of work, Brent enjoys live music, art, and traveling. He is also the proud father of a son who graduated from Purdue and is currently working as an engineer in Atlanta.
KARISSA MARCANGELI

Karissa Marcangeli has been a part of our financial aid team for over 20 years. She started her career at Community Care College over 21 years ago after attending Oklahoma State University. Karissa has a passion for helping students create financially responsible educational plans that make their career goals a reality. College is a large investment and can be an overwhelming process for students. Karissa and her team work hard to make the financial aid process as painless as possible during the enrollment period. Karissa grew up in McAlester, OK and loves Italian food. Karissa lives with her fur child, Duke and enjoys spending time with her nieces and nephews.
Dr. Nate C. Todd

Bio
Dr. Nate C. Todd is a seasoned higher education executive with a strong record of advancing student success, institutional excellence, and community impact. With leadership roles at several public and private institutions in Oklahoma, he has developed and led strategies in enrollment, retention, alumni engagement, and inclusive excellence. His work has expanded access for marginalized students, secured endowed scholarships, and created career pipelines through industry and community partnerships. Dr. Todd has overseen key areas including multicultural affairs, student success, disability services, international students, and workforce development. His collaborative leadership strengthens organizational capacity and fosters belonging. Off campus, he serves on civic and nonprofit boards supporting literacy, education, arts, and economic growth. He holds a B.A. in Political Science from Cameron University, an M.S. in College Student Personnel Services from Arkansas State University, and a Doctorate in Higher Education Administration from Oral Roberts University. A proud Alpha Phi Alpha member and African American Leadership Academy Tulsa Fellow, he is committed to servant leadership. He and his wife, Marcia, have four children.
STEPHANIE ROSE

Stephanie began her journey with Community Care College (CCC) as a student, earning an Associate of Occupational Science (AOS) in Business and Industry Management in 2011. Following graduation, she started working in the Registrar Department at CCC as a clerk. Due to her strong work ethic and proficiency in her role, she was soon promoted to Assistant Registrar. In 2012, Stephanie transitioned to Clary Sage College, continuing her work as the Assistant Registrar. Over the years, she gained extensive experience in academic administration. In August 2024, she was promoted to Interim Registrar, where she now oversees the Registrar operations for all three campuses. Stephanie’s career path, from student to Interim Registrar, reflects her deep connection to the institution and her professional growth within the organization.

Loimata Tupuola has been working with Community Higher Education for almost a year. She has 9 years of Financial Aid experience before joining our team. Loimata has an Associate’s Degree in Accounting and plans to continue her education in the near future. Loimata comes from a big family with 6 siblings. She is originally from Hawaii but moved around a bit due to her dad being in the military. She enjoys traveling, swimming, and spending time with her family.
