This Privacy Policy (“Policy”) describes how Oklahoma Technical College, a branch campus of Community Care College, a non-profit 501(c)(3) corporation (“OTC,” “we,” “us,” or “our”), collects, uses, discloses, and protects information when you visit oklahomatechnicalcollege.com (the “Site”) or interact with us online.
By accessing, browsing, or using the Site in any way — including scrolling, clicking, submitting a form, or simply remaining on a page — you acknowledge that you have read this Policy and you consent to the collection, use, recording, and disclosure of information as described herein. If you do not agree with this Policy, you must immediately stop using the Site.
This Policy applies to all visitors, prospective students, current students, alumni, and any other users of the Site, regardless of the device used to access it.
2. Information We Collect
2.1 Information You Provide Directly
When you interact with forms on the Site (such as our “Request Info” form, “Apply Online,” “Start Your Journey,” “Transcript Request,” or “Make a Payment” pages), we may collect:
- Full name (first and last)
- Email address
- Phone number
- Zip code / mailing address
- Program of interest (e.g., Automotive, Diesel, Electrical, HVAC/R, Plumbing, Welding)
- How you heard about us (e.g., search engine, referral, social media, event)
- Any other information you voluntarily submit (e.g., messages, application materials, payment-related information)
2.2 Information Collected Automatically
When you visit the Site, certain information is collected automatically through your browser and device, including:
- IP address and approximate geographic location
- Browser type, version, and language settings
- Device type, operating system, and screen resolution
- Referring/exit pages and URLs
- Pages viewed, links clicked, time spent on pages, and navigation paths (“clickstream” data)
- Date and time of visit
- Scroll depth, mouse movement, and similar interaction data, where applicable
This information is collected using cookies, pixels, software development kits (SDKs), and similar tracking technologies, described in detail in Section 4.
2.3 Information from Third-Party and Embedded Content
The Site embeds or links to third-party platforms, including:
- YouTube (embedded video content)
- Instagram (embedded social feed)
- Google Maps (embedded maps/location content)
- Google reCAPTCHA (spam and abuse protection on site forms)
- Facebook, TikTok, LinkedIn, X (Twitter) (social media links)
- EvalCompany / SpanTran (transcript evaluation, via outbound link)
- Paycom (careers/job application portal, via outbound link)
When you interact with embedded content (for example, playing an embedded video or viewing an embedded social post), the third-party operator of that content may independently collect information about you in accordance with its own privacy policy. We do not control, and are not responsible for, the data practices of these third parties. We encourage you to review their respective privacy policies.
3. How We Use Information
We use the information described above for purposes including:
- Responding to inquiries and requests for information
- Processing applications, enrollment, and admissions
- Communicating with prospective and current students regarding programs, financial aid, scholarships, and enrollment status
- Operating, maintaining, securing, and improving the Site
- Understanding how visitors use the Site (analytics) to improve content, layout, and user experience
- Measuring the effectiveness of our marketing and outreach efforts
- Complying with applicable accreditation (ACCSC), licensing (OBPVS), and U.S. Department of Education recordkeeping and reporting obligations
- Detecting, investigating, and preventing fraudulent, unauthorized, or illegal activity
- Complying with legal obligations and enforcing our rights
4. Cookies, Tracking Technologies, and Analytics
This section is intended to provide clear, specific, and conspicuous disclosure of the tracking technologies used on the Site, and to obtain your informed consent to their use as required under applicable law, including the California Invasion of Privacy Act (“CIPA,” Cal. Penal Code §§ 631, 632, and 638.51) and similar statutes in other jurisdictions.
4.1 What Are Cookies and Tracking Technologies
“Cookies” are small text files placed on your device by a website. “Tracking technologies” is a broader term that includes cookies, web beacons, pixels, tags, local storage, software development kits (SDKs), and similar mechanisms used to collect or store information about your device and your interactions with a website.
4.2 Categories of Cookies We Use
The Site groups cookies into the following categories. These categories, and the specific cookies within them, are also shown to you in the cookie preference center available through the “Cookie Settings” link in the Site footer.
- Essential — Enable basic functions and are necessary for the proper operation of the Site, including remembering your cookie preferences. These cannot be disabled.
- Comments — Used if you post a comment on the Site, to recognize you across sessions so you do not have to re-enter your details each time you comment. These are treated as necessary to that specific function and are only set if you choose to leave a comment.
- Google reCAPTCHA — Used on Site forms to help protect against spam and abusive automated submissions by analyzing visitor interactions. Treated as necessary to the security of our forms.
- Statistics — Collect anonymized or pseudonymized information about how visitors use the Site (e.g., Google Analytics), to help us understand and improve the Site. Off by default; requires your consent.
- Marketing — Used to support features such as embedded maps (e.g., Google Maps) that may also serve purposes related to Google’s own advertising and measurement products. Off by default; requires your consent.

Google reCAPTCHA
- _GRECAPTCHA — Set when reCAPTCHA runs, for the purpose of risk analysis on form submissions. Duration: 179 days.
Statistics — Google Analytics
The Site uses Google Analytics, a web analytics service provided by Google LLC (“Google”), to collect information about how visitors use the Site, such as pages visited, time on page, and referral source. Depending on configuration, Google Analytics may set cookies including:
- _ga — Used to distinguish users. Duration: 2 years.
- _ga_<container-id> — Used to distinguish users and persist session state. Duration: 2 years.
- _gid — Used to distinguish users. Duration: 24 hours.
- _gat — Used to throttle request rate. Duration: 1 minute.
- _gali — Used to identify which links on a page are clicked. Duration: 30 seconds.
- _gac_<property-id> — Contains campaign-related information, shared with Google Ads if Google Ads and Google Analytics accounts are linked. Duration: 90 days.
- Legacy Urchin/ga.js cookies (__utma, __utmb, __utmc, __utmt, __utmv, __utmx, __utmz) — Associated with older versions of Google Analytics; may be set depending on configuration. Durations range from the end of the browser session up to 2 years.
- Google Analytics collects and processes this data on our behalf and at our direction, acting as our service provider/processor, for the sole purpose of helping us understand and improve the Site. Google Analytics is not authorized to use this data for its own independent purposes outside of providing analytics services to us, except as permitted under Google’s own terms.
- No OTC employee, agent, or contractor reviews individual visitor sessions in real time, and Google Analytics does not record keystrokes, form field contents, or session replay video on this Site.
- You can learn more about how Google collects and processes data at Google’s Privacy Policy (policies.google.com/privacy) and How Google Uses Information from Sites or Apps That Use Its Services (policies.google.com/technologies/partner-sites).
- You may opt out of Google Analytics tracking by installing the Google Analytics Opt-out Browser Add-on (tools.google.com/dlpage/gaoptout), by adjusting your cookie preferences through our consent tool described in Section 4.5, or by adjusting your browser settings as described in Section 4.6.
Marketing — Google Maps
The Site embeds Google Maps to show our campus location. Loading this embedded content may set cookies from Google, including:
- OGPC — Used by Google to store user preferences while viewing Google-mapped pages. Duration: 1 month.
- OGP — Used by Google to activate and track Google Maps functionality. Duration: 2 months.
These cookies will not be set, and the embedded map will not load, until you accept the Marketing category through our cookie consent tool. Where the map does not load because you have not consented, a static link to the location on Google Maps will be shown instead.
4.4 Other Tracking Technologies
We do not currently use chat widgets, session-replay software, keystroke loggers, or call-tracking/recording software on the Site. If we add any such tool in the future, we will update this Policy before activation and will display a conspicuous notice and/or consent banner, as described in Section 4.5, prior to that tool collecting any data from your device or session.
4.5 Cookie Consent Management
OTC uses a cookie consent management tool to provide visitors with notice of, and control over, non-essential cookies and tracking technologies used on the Site. Through this tool, you can:
- Receive notice of cookies and tracking technologies in use before non-essential cookies are activated
- Accept or reject the Statistics and Marketing categories of cookies (the Essential, Comments, and Google reCAPTCHA categories are necessary to Site and form functionality and cannot be disabled)
- Change your preferences at any time via the cookie settings link located in the Site footer
Non-essential tracking technologies, including Google Analytics, will not be activated until you have provided consent through this tool, where required by applicable law. Strictly necessary cookies do not require consent and cannot be disabled, as they are required for the Site to function.
4.6 Browser and Device Controls
Most browsers allow you to control cookies through browser settings, including blocking or deleting cookies. Mobile devices may also allow you to limit ad tracking through device settings. Please note that disabling cookies may affect the functionality of the Site. The Site does not currently respond to “Do Not Track” browser signals, but where required by law (e.g., California’s Global Privacy Control), we will honor recognized opt-out preference signals.
5. Disclosure Regarding Electronic Communications and Consent to Monitoring
To address concerns under statutes such as the California Invasion of Privacy Act and comparable wiretapping, eavesdropping, or electronic surveillance laws, OTC provides the following specific disclosures:
- No party to your communications with the Site is unaware that data is being collected. This Policy serves as advance notice that your interactions with the Site — including page views, clicks, form submissions, and related metadata — are recorded and transmitted to OTC and to OTC’s service providers (such as Google Analytics) for the purposes described in this Policy.
- Any third-party tool that processes Site data does so as our service provider, under contractual or platform terms that restrict its use of the data to providing services to OTC, and not as an independent third party “tapping” or intercepting communications for its own unrelated purposes.
- Your continued use of the Site after viewing this notice (or after interacting with our cookie consent tool, where applicable) constitutes your consent to this collection, recording, and transmission of information, to the extent consent is required under applicable law.
- If you do not consent to this collection, you should discontinue use of the Site, reject non-essential cookies through our consent tool, and/or use available browser or device-level controls to limit data collection.
6. How We Share Information
We do not sell your personal information. We may share information with:
- Service providers and vendors who perform services on our behalf (e.g., website hosting, analytics, email/SMS communication platforms, payment processing, transcript evaluation services), under obligations to protect your information and use it only for the purposes we specify
- Affiliated institutions, including Clary Sage College and Community Care College, which together with OTC make up the Community HigherEd family
- Accrediting and licensing bodies, including ACCSC and OBPVS, and the U.S. Department of Education, as required for compliance and reporting
- Legal and regulatory authorities, where required to comply with a subpoena, court order, or other legal process, or to protect the rights, property, or safety of OTC, our students, or others
- Successors, in connection with a merger, acquisition, or sale of assets
7. Your Privacy Choices and Rights
7.1 Cookie and Tracking Preferences
You may manage your cookie preferences at any time using the cookie consent tool available in the Site footer, or through your browser settings as described in Section 4.6.
7.2 Marketing Communications
You may opt out of marketing emails or texts by following the unsubscribe instructions included in those communications, or by contacting us at info@oklahomatechnicalcollege.com.
7.3 California Residents (CCPA/CPRA)
If you are a California resident, you may have the right to: request disclosure of the categories and specific pieces of personal information we have collected about you; request deletion of your personal information; request correction of inaccurate personal information; and not be discriminated against for exercising these rights. We do not sell or share personal information for cross-context behavioral advertising. To exercise these rights, contact us using the information in Section 12.
7.4 Other State and International Visitors
Depending on your location, you may have additional rights under applicable state privacy laws (e.g., Colorado, Connecticut, Virginia, Oregon) or, if accessing the Site from outside the United States, under laws such as the GDPR. Contact us using the information in Section 12 to make a request, and we will respond consistent with applicable law.
8. Student Records and FERPA
To the extent OTC maintains education records about you as a student (as defined under the Family Educational Rights and Privacy Act, “FERPA”), those records are governed by OTC’s FERPA policies and applicable institutional procedures, not solely by this Policy. This Policy governs information collected through the public-facing Site; it does not modify or limit any rights you have under FERPA with respect to your education records.
9. Children’s Privacy
The Site is intended for prospective students, current students, and adult visitors. The Site is not directed to children under the age of 13, and we do not knowingly collect personal information from children under 13 through the Site. If you believe a child under 13 has provided us with personal information, please contact us using the information in Section 12 so we can take appropriate action.
10. Data Security
We implement reasonable administrative, technical, and physical safeguards designed to protect information collected through the Site from unauthorized access, use, disclosure, alteration, or destruction. However, no method of transmission over the internet or electronic storage is 100% secure, and we cannot guarantee absolute security.
11. Data Retention
We retain personal information for as long as necessary to fulfill the purposes described in this Policy, including to provide services, comply with legal, accreditation, and regulatory obligations, resolve disputes, and enforce our agreements. Retention periods vary depending on the type of information and the purpose for which it was collected.
12. Third-Party Links
The Site contains links to third-party websites and platforms (e.g., social media, transcript evaluation, job application portals, our affiliated college sites) that are not operated by OTC. We are not responsible for the privacy practices or content of those third-party sites. We encourage you to review the privacy policy of every site you visit.
13. Changes to This Policy
We may update this Policy from time to time to reflect changes in our practices, the technologies we use, or applicable law. The “Last Updated” date at the top of this Policy indicates when it was last revised. Material changes will be reflected on this page, and where required by law, we will provide additional notice (such as a banner notification) before the changes take effect. Your continued use of the Site after changes are posted constitutes acceptance of the updated Policy.
